PNRR FUNDS for Manure Management

Component C3 of the National Recovery and Resilience Plan (NRRP) is focused on Waste Management (including Manure Management) and is part of Pillar I - Green Transition.

The objective of this component is to accelerate the process of expansion and modernization of waste management systems in Romania, with a focus on separate collection, prevention, reduction, reuse and recovery measures in order to comply with applicable directives and transition to a circular economy.

Sub-investment I2.A-B. Integrated manure collection and recovery systems

Investment I2 is part of component C3 and aims to develop infrastructure for the management of manure and other agricultural waste. The allocation for investment I.2.A-B will be used to carry out investments for the establishment of integrated manure collection and recovery systems.

  • General objective: To accelerate the process of expansion and modernization of waste management systems in Romania with a focus on separate collection, prevention, reduction, reuse and recovery measures in order to comply with applicable directives and transition to the circular economy.
  • Specific objective: Sustainable management of agricultural biowaste, in particular from livestock activities, by increasing its recovery in order to reduce nitrate pollution.

Types of applicants

Can apply for funding Territorial Administrative Units (TAU) (including their subdivisions/sectors), organised at municipality, city and commune level.

Financial allocation

Through the NRRP, within the framework of investment I2, sub-investment I.2.A-B, works are financed for the establishment of integrated manure collection and recovery systems and works for the modernisation of existing integrated municipal systems.

Total amount allocated: 228.300.000 Euro - depending on investment or project level

Financial allocation according to investment

  • construction of new manure management platforms: € 171,900,000;
  • upgrading of existing manure platforms: 56,400,000 euro.

Financial allocation at project level

  • Cost of up to €1,000,000/newly established communal platform;
  • Cost up to 500.000 euro/upgraded communal platform.
