Construction of the warehouse at Ciocanesti, Calarasi County (Part 1 – first cell and auxiliary installations) and the design, construction and commissioning of the sorting and composting plant and leachate treatment plant in Calarasi County.

Description of the works:

The contract "Construction of the warehouse in Ciocanesti, Calarasi County (Part 1 – first cell and auxiliary installations) and the design, construction and commissioning of the sorting and composting plant and leachate treatment plant in Calarasi County" included:

  1. Construction of an ecological warehouse, cell 1 with a capacity of 1,040,000 tons, the area of equipment and installations, roads, lighting and fencing;
  2. Design and construction of leachate treatment plant with a capacity of 55 m3/day;
  3. Design and construction of the recyclable waste sorting station with a capacity of 15,000 tons/year;
  4. Design and construction of the composting plant with a capacity of 10,000 tons/year.

 The location of the objectives is located in the central-Swedish part of Calarasi County, 27 km northwest of Calarasi Municipality.

The land on which the warehouse was built is located in the inner city of Ciocanesti, located on a plateau with an average altitude of about 35 m, in an agricultural area near Vlad Tepes commune, Mihai Viteazu village, at a distance of about 2.2 km from the national road DN3.

Access to the site is made from the national road DN3 which connects calarasi and Bucharest.

Characteristic parameters of the Waste Warehouse Ciocanesti, Calarasi County:

·        Warehouse area, 160,240 sqm,

·        Projected warehouse capacity, 3,575,000 t,

·        Capacity of the first cell, 1,040,000 t,

·        The life of the first cell, 12 years.

Detail of the goal achieved

  • CONSTRUCTIA OF THE ECOLOGICAL DEPOSIT

Waste storage cell 1

The following earthworks were performed to configure the storage cell:

  • Mechanical discovery of the land on the depth of 70 cm, on the surface of 100 m2.

  • Digging: 235.859.42 m3;

  • Compacted fillers (digs, etc.): 112,560 m3.

The waterproofing system of the storage cell was made as follows:

  • mineral barrier of clay with thickness of 0,50 m (two layers with thickness of 25 cm each, kf ≤ 10-9 m/s), 36,000 m3;

  • HDPE geomembrane (2 mm) rough and smooth: 71,500 sqm;

  • protection geotextile (1200 g/m2):78,400 sqm.

The leachate collection system shall comprise:

  • drenant layer for leachate (0.50 m thick, sort 16-32): 38.992.50 m3;

  • Leached pipes PEHD, 355 mm and 560 mm;

  • other leached pipes and wastewater, PEHD Dn 63-280mm, 275 m;

  • PEHD fireplaces, 11 pcs., with diameter 2000 mm and height of 8 m provided with valve Dn 200mm, with the help of which is controlled the discharge of leachate, respectively of clean water

  • Pumping station leached SP2, PEHD Dn 2500 mm;

  • Condensed pumping station, PEHD Dn 2500 mm;

  • separation geotextile (G ≥ 400 g/m2), surface 72,000 m2.

Rainwater drainage system:

  • PEHD 630mm collector pipe,

  • PEHD fireplaces, 5 pieces, diameter 1500 mm and height of 5 m,

  • pumping station SP1, reinforced concrete Dn 2500 mm,

  • rainwater basin, with a retention volume of 15,000 mc, sealed with PEHD geomembrane in thickness of 2,00 mm, in the area of 11,000 m2;

  • the waters collected through the gutters are discharged to the rainwater retention basin, by means of a concrete pipe with a diameter of 1500 mm, in length of 135 m.

Storage gas collection and combustion system:

  • PEHD pipe, 280, including bends and joints, necessary welded joints, connecting parts, fittings, adapters, concrete reinforcements in length of 781 m;

  • flexible steel connections DN 250, 3 pcs.

Fire-fighting network and technological water

  • PEHD water transport pipe 225 mm;

  • above-ground hydrants Dn 80 mm on the network;

  • a fire reserve storage tank with a capacity of 300 m3;

  • inspection home;

  • SPI pumping station of reinforced concrete.

ADMINISTRATIVE ZONE

Includes: access gate, weighing equipment, checking laboratory, wheel cleaning equipment, administrative building, public utility area and vehicle maintenance space and parking.

CANTING PLATFORM

Road scale: mixed surface structure of concrete and metal with a maximum capacity of 60 tons.

Car wash station

The vehicle wash station has a capacity of 20 vehicles per hour. The system allows water to be reused thanks to a hydrocarbon separator. It is located on a concrete platform, provided with connection to the pumping system and distribution network.

Administrative building

Single-level building (floor), with reinforced concrete structure and brick masonry. Includes: offices, laboratory for testing samples and keeping tests performed for wastewater, toilets, showers, locker room, as well as kitchen with dining room for staff. The built area is 415.12 m2.

Sewerage network domestic water, technological wastewater and rainwater

Waste water from the washing plant, from the security zone, household wastewater from the administrative building is transported by the sewerage network and discharged to the treatment plant via the SP1 pumping station.

APA FOOD

The drinking water supply of the lens is provided from the water network of Vlad Tepes commune, by means of a 75 mm PEHD pipeline, in length of 2,407.5 m and the branch house. Seven hydrants are installed on the network, Dn 100 mm.

Power supply network

The electrical distribution on the territory of the objective was made from TGD,to this connecting the distribution boards related to each area. The electric outdoor lighting installation is powered by the general TGD electric panel, by reinforced electric cable posed underground. In order to provide the supply of the pumping station related to the fire-fighting tank, a 390 kVA triphase electrogen group was installed near SPI.

In all spaces with permanent activity and in offices, laboratory, reception, a structured network of telephone and data was made. 

Enclosure of the Complex and green spaces

In order to delimit the areas where the technological processes are carried out, the encirclement of the warehouse was carried out, in length of 2,118 m.

The green spaces occupy an area of 14,000 sqm.

Roads, Platforms , PAVAJES AND BORDS

The access road provides the connection between the national road DN3 and the objective. Road structure: compacted base layer, 30 cm optimal ballast, 30 cm broken stone, 8 cm asphalt mix and 6 cm asphalt concrete. The length of the access road is 2,875 ml.

The perimetral road together with the traffic area and the storage area have a length of 1,575 ml.

The road for the compactor was executed on a length of 912 m.

Stone paving was carried out in the area of the platform near the sorting station, on an area of 3,666 sqm.

Concrete curbs in length 1,237 m were installed.

Concrete slabs, pods, road markings and signs were executed.

Warehouse monitoring

To monitor the warehouse, 3 groundwater quality monitoring wells were executed, located as follows: two downstream of the direction of water flow and one upstream. From these wells, water samples will be periodically taken for analysis.

  • EPURATION STATION (PROJECTION AND EXECUTION)

The treatment plant has a maximum treatment capacity of 55 m3/day. The installation is designed for a fully automatic operation, which prevents infiltration into the ground. The station is able to treat leachate with varying concentrations according to the specifications of the analyses.  The purified waters comply with NTPA 001/2005 and are discharged into the rainwater retention basin.

Leached storage tank

All leachate evacuated from the warehouse, as well as household waste water are temporarily stored in the leachate collector basin, made of reinforced concrete, impermeabilized with geomembrane lisa of thickness 2mm, with capacity of 1,500 m3.

Concentrated pool

PAFSIN's concentrate storage tank has a volume of 10 mc and is placed on a 14.5 sqm concrete platform near the treatment plant.

  • STATEMENT OF SORTING (PROJECTION AND EXECUTION)

The building of the sorting station has an area of 1,720m2 built, free height of 10 m and comprises:

-receiving and storage compartment – where the reception of pre-sorted waste is carried out, unloading in two storage boxes and loading materials on the conveyor under the floor.

– sorting and baling compartment – is used to host all equipment necessary for the direct sorting of recyclable materials, especially the sorting booth for staff.

– resulting material storage compartment – is used for storing materials until they are loaded into the truck and transporting them to the next destination. The hall will ensure the storage of the materials resulting from the sorting for at least 4 days.

Access to the building is through 3 sectional gates and 3 doors size 90 x 210 cm.

The building is made on the metal structure, with closures of corrugated metal panels.

 

  • COMPOSTING STATE (PROJECTION AND EXECUTION)

The composting station consists of:

Storage area for green waste, BcR4 concrete platform

This area is intended for the reception of waste, collection, pre-sorting, discharge of green waste, selection of non-compostable materials, shredding of branches, mixing of various compostable materials.

Composting area,BcR4 concrete platform

In this area are made composting piles, trapezoidal shape, 8 cells separated by the gutters.

Compost storage area,BcR4 concrete platform

This area is intended for compost storage, after final screening.

Access road – 134 m with width of 10 m, concreted BcR4

It provides access to all areas of the platform.

Waste water and rain water collection basin – reinforced concrete with a capacity of 350 m3 having dimensions 45.3×2.6×2.95 m.

The basin has the destination for collecting waste and rainwater from the composting area, used for sprinkling composting piles during the composting process
