Execution of works at Tecucel

Flood risk reduction of Tecuci Municipality, Galati County

Name of the work: elaboration of technical-economic documentation (PT, DE, DTAC, DTOE phases) and execution of works for the investment objective: "Flood risk reduction of Tecuci Municipality, Galati County".

PROJECT DETAILS

The beneficiary of this project is the Prut-Barlad Water Basin Administration, and the developer of the technical execution project, including the execution details is Consitrans SRL.

Through the investment project "Flood risk reduction of Tecuci municipality, Galati county", the project aims to ensure and implement a system of measures and actions necessary to reduce flood risk in Tecuci municipality.

Considering the importance of the protected area, according to the design regulations, in accordance with the provisions of the National Strategy for flood risk management in the medium and long term, approved by HG 846 /11.08.2010, it is necessary for the municipality of Tecuci to ensure significant protection against floods at a probability of exceeding 0.5%.

In order to achieve this objective, a non-permanent reservoir with a total volume of 3.53 million cubic meters was planned upstream of the DN24 bridge at approx. 1.3km, which aims to transit the flood wave with a probability of exceeding 0.5% so that it can be transported from the downstream bed of the accumulation to the confluence with the Barlad River, without causing flooding in the area of the city of Tecuci.

The non-permanent storage is sized to Class III importance, with the design flow rate with a 2% probability of exceedance and the verification flow rate with a 0.5% probability of exceedance.

LOCATION DETAILS

Tecucel River is the right tributary of Barlad River located in Galati County, in the eastern part of Romania, namely in the Prut - Barlad hydrographic area, an area where floods have recently caused significant damage.

The Tecucel River passes near Nicoresti, where it receives the Valea Rea waterfall as a tributary, then 10 km downstream it enters the municipality of Tecuci and flows into the Barlad River immediately downstream. The course of the river has a total length of 24 km with a total surface of the basin, at the confluence with the Barlad river, of 112 kmp.

INVESTMENT OBJECTIVES WORKS AT TECUCI

1.1. TECUCEL NON-PERMANENT ACCUMULATION
  • The front dam is made of local loesoid materials. In cross-section, the dam has a crest width of 5.00 m, an upstream slope of 1:3 and a downstream slope of 1:2.5.
  • The left bank embankment is also made of local loessoside materials. In cross-section, the embankment has a crest width of 4.00 m, the slope of the upstream/downstream embankment is 1:2, the elevation of the crest being variable.
  • The bottom discharge is a box type with 2 compartments with dimensions of 2×2.5m, length 57.75m. Upstream the bottom emptying is provided with an access channel, and downstream are provided energy dissipation works, consisting of a 12m long dissipation basin, 12m long concrete rhizberm and 10m long stone rhizberm.
  • The dam's high-water spillway is of the frontal type, the 15.00 m wide spillway profile being of the KEUTNER type. The spillway is located laterally, in the area of the left slope of the earth dam.
1.2. RECALIBRATION DOWNSTREAM DAM

Downstream of the dam, for a total length of approx. 5.7 km downstream of the dam, the following works were planned for the Tecucel riverbed:

  • on a length of approx. 1.1km, downstream from the dam to the DN24 bridge, a 3.0m wide section and 1:1.5 slope embankments were planned;
  • on a length of about 4.6km in the intraurban area, the Tecucel riverbed will be brought to the capacity originally designed, i.e. a section with a width at the base of 3m will be provided.

The works of the Tecucel riverbed consist of cleaning and decolmatation works of the minor riverbed are limited both by the constructions in the vicinity of the riverbed and by the existing works in the riverbed.

1.3. REHABILITATION AND RE-EQUIPMENT OF PUMPING STATIONS

In order to rehabilitate the pumping stations SP1 and SP2 the following works are planned:

  • repair works on pumping station buildings;
  • repair works on pump tanks;
  • demolition works on pumping station buildings;
  • replacement/modernization of pumping units and electrical installations.
