Execution of works at Calafat
Name of the work: "Design and execution of works for the construction of a Waste Transfer Station and a Composting Station in Calafat Municipality, Dolj County" within the project "Integrated Solid Waste Management System in Dolj County".
PROJECT DETAILS
Purpose of the investment
Implementation of an integrated municipal waste management system at the level of the entire county to promote the prevention of waste generation and its valorization according to the objectives stipulated in SOP Mediu and in the Accession Treaty of Romania to the EU.
Current situation:
- The total land area is 30,000 sqm;
- The land on which the transfer and composting station is located is located on the administrative territory of the locality Calafat, in the western part, at about. 2,600 m from it;
- The site is located in a land area without major bumps, without forested areas and watercourses in the immediate vicinity.
OBJECTIVES OF EXECUTION OF WORKS AT CALAFAT
By this investment, it is foreseen the design and construction of the Calafat Transfer and Composting Stations, including all the rest of the necessary equipment, mobile machinery and containers.
The Transfer Station and the Composting Station are built on the same site and therefore, some of the constructive elements are common to both stations, namely:
- Administrative building;
- Reception building and scale;
- Garage and mechanical workshop;
- Fencing and green spaces;
- Road, parking lots and pedestrian alleys;
- Outdoor lighting.
DETAILS ABOUT THE TRANSFER STATION
FUNCTIONAL TECHNICAL ELEMENTS
- The operating capacity of the station is 12,000 tons / year;
- Waste discharge platform – made according to strict requirements;
- Making the reinforced concrete platform to ensure stability and resistance in time of the working surface;
- Execution of reinforced concrete works to limit displacement;
- Open metal structure with the role of protection against weathering;
- Platform maneuvering transport vehicles – requirements:
- Making the reinforced concrete platform to ensure stability and resistance in time of the working surface;
- To have space for maneuvering / using the hydraulic system for hanging and towing on the vehicle platform of the loaded container;
- Providing surfaces for storing full metal containers and for storing containers that will be filled;
- Parking lots and pedestrian alleys.
MODE OF OPERATION
- The garbage truck loaded with waste, climbs the access ramp on the unloading platform and moves up close to the edge of the platform;
- From here, the vehicle begins to move in "marches-arriere" and to turn until it reaches with the tires of the rear axle the high threshold of 0.30 m to limit the movement;
- Only at this moment is allowed the unloading / tipping command of the garbage truck in the metal container;
- After it has been filled, the metal container is placed on the platform of the transfer vehicle, with the help of the hydraulic device provided with a lifting hook from the vehicle's equipment.

FUNCTIONAL TECHNICAL ELEMENTS
- The operating capacity is 5,500 tons/ year;
- Waste reception and storage area;
- Waste shredding area;
- Intense aerobic composting;
- The ripening area;
- Compost storage hall;
- Washing platform.
TYPES OF WASTE THAT CAN BE COMPOSTED
- Biodegradable household waste collected separately;
- Green waste from parks and gardens;
- Biodegradable waste from markets, canteens and other types of degradable waste assimilated to household waste.
MODE OF OPERATION
- The organic waste to be composted is received in the storage area where it is sorted by size to be transmitted to the chopping area.
- In the chopping area, the waste is shredded to optimal sizes using a mechanical shredder to carry out the composting processes.
- The organic fraction is then placed in piles in the composting area.
- For aeration, under each pile are placed perforated ducts made of PEHD.
- Each pile afferent to composting is covered with a membrane to provide the necessary temperature inside the pile.
- After composting, the material reaches the maturation area where, with the help of a special machine, the material inside is brought to the surface of the piles. It is then stored in a room until it is loaded into the transport or spreading machines.
