Design and execution of works for the construction of 4 transfer stations (Bailesti, Calafat, Dobresti, Filiasi), a composting station (Calafat) and the closure of non-compliant urban warehouses in Calafat, Filiasi, Segarcea, within the project "Integrated waste management system in Dolj County"

Scope of the work:  

The scope of the Agreement is the design and construction of Calafat transfer and composting stations, including all other necessary equipment, mobile machinery and containers, including all the provisional structures necessary for the construction of the site. The investment under this contract refers to the realization of the Calafat Transfer and Composting Station,as follows:

  • Transfer station (ST) with a processing capacity of 12,000 tonnes/year of residual DSM;
  • Composting plant (SC) biodegradable organic waste with a processing capacity of 5,500 tonnes/year of residual DSM.

Description of the technological process:
• Transfer station
The shuttle station will be located in the common premises with the composting station. In this way, some of the objects made serve jointly both the transfer station and the composting station, such as works in the entrance area (gate, fence, indoor road, outdoor lighting, etc.). In order to carry out the technological operations, which mainly involve the unloading of the garbage trucks in the 40 mc containers, followed by their transport to the municipal waste dump, two separate operational surfaces are required. On one, the maneuvers of the garbage trucks, which bring the household waste collected by the authorized operator, are carried out to be unloaded, and on the other it ensures access and maneuver of the transport vehicle to containers.
• Composting station
The entire composting site will be provided with concrete surface, which will provide a drain slope of 0.5% and which will be provided with gutters to direct the excess liquid to the collection system of domestic waste water and technological waste water. Concrete platforms made have an area of approx. 6378 sqm.
Areas within the composting station are as follows:
– Pre-treatment area;
– Intensive composting platform;
– Maturation platform;
– Compost storage area.

Component description and general requirements: 

  • Transfer station: the specific equipment of the transfer station is as follows:
  • Front loader on tyres equipped with diesel engine;
  • Waste storage containers, capacity 40 mc- 8 pieces;
  • Truck equipped with Diesel Euro 5 engine, with hook and lifting load 20 tons;
  • Fire-fighting equipment;
  • Monitoring and control system.
  • Composting station: the specific equipment of the composting station is as follows:
  • Automated waste shredder

Civil construction works and installations:   

  • Buildings and structures:
  • Administrative building: the construction is ground floor type, with a plan size of 20,00×10,00 m and the final share of the interior floor at 0.35 m from the share of the naturally leveled land. The free height of the ground floor is 2.50 m. The structure of the construction resistance is made of reinforced concrete frames, capable of taking over the gravitational and horizontal loads that act on it. It consists of the following compartmentalized areas: dining room, offices, toilets, changing rooms, SCADA office. The building is equipped with air conditioning system.
  • Reception and scale building: the responsive building is made up of a Eurocontainer with a metal structure made of rectangular pipes, the walls and floor being made of sandwich panels with rigid polyurethane foam, and the ceiling of two layers of profiled backgammon and meaeste of mieneral wool. The scale has a mixed surface structure of concrete and metal with a maximum capacity of 60 tons. In the area next to the receptive and weighing is located and the wheel washing platform.
  • Garage and mechanical workshop: two garages with mechanical workshop are provided. Both garages are built the same, namely with a 20 cm concrete platform, with 3 closed walls with corrugated sheets and one open for access to machines.
  • Waste pre-treatment area: is composed of the area of reception, storage and sorting of biodegradable waste bordered by a reinforced concrete wall 1.50 m high and covered with metal snake, and the area of chopping of waste representing a hall with an area of at least 168 sqm and height at the rhinestone of at least 5.6 m.
  • Compost Storage Area: the designed construction is of the ground floor hall type and is intended for compost storage. The resistance structure is made up of HEA metal poles and beams, with a height of 6.50m, and the foundation is made of insulated foundations with simple concrete block C8/10 and C12/15 reinforced concrete cage.
    • Roads, platforms and green spaces: when developing the project for the 2 Stations, a design speed of 10km/h was taken into account for technical class IV roads.
  • Road system: is composed of concrete slabs of cement 5 of 20 cm, stone layer Sparta of 20 cm, ballast layer of 30 cm and geogrid separated.
  • Parking and pedestrian walkways: 16 parking spaces will be built. Pedestrian access will be through a network of pedestrian paths with a width of 1.50 m, which will amount to a total area of 432 sqm.
  • Enclosure and green spaces: the enclosure will be fenced with fence consisting of welded mesh panels 1,5 m x 2,5 m, arranged on poles of galvanized rectangular pipe, with concrete socket, on concrete foundation.
    • Wastewater disposal system: for determining the way of collection and discharge of stormwater, the following were taken into account: how to collect rainwater from the composting and transfer station, the shape and dimensions of the platforms, the volumes and flows collected, the type of storm channel used  
    • Water supply system: the hygienic-sanitary and technological water supply of the transfer station and the composting station will be ensured by performing a hydrogeological drilling at a depth of 35 m, equipped with the submersible pump.
    • SCADA monitoring system: consisting of automatic transport system, SCADA system, information storage and reporting computer system.
